Maybe it's because of trolls that I can't sign up for the PBE

And I can't understand how opening the sign ups only the 1st, 2nd and 3rd of each month will help, it's

seriously useless, trolls could make 10 accounts when the sign up is open then they troll like they want.

And for new members who wants to help, how can they join PBE server ?

If you really want to help Riot with actual Betatesting,
you will be back at the right time.

If not, you will most likely get bored and stop thinking about it.
