Did someone else received the Public Beta Environment email invitation?

Can someone tell me how it works?
do i need to create a new account on NA side to participate? after clicking "create" new account i ve been linked to the "normal " account registration, if thats the case i find it very contradicting since they only invited lvl 30 summoners and if you create a new account you will start from the scratch again
