scaling is how certain abilities gain damage with certain items.

for example oriannas W skill has a scaling of 0.6 per ability power.

if you have 80 AP it is: 80 * 0.6 = 48 magic damage. (the base damage is added tho...)

proc means basically that something is "activated". E.g a passive of a certain item

proc is an ability and when a thing doesn´t scale it means it hasn´t ratios ( ad or ap). the only damage it gives is the base damage. i think it´s this =O

http://www.urbandictionary.com/define.php?term=proc

I think it's definition Nr. 3 that is used the most in LoL.

Quote:
Used in RPG's to describe a special ability that an item/weapon/armor has.
So you would say that Sheen proced, giving you double physical damage.

LoL is using the originally term proc incorrectly.
It usually only meant an event triggering on random chance or during specific circumstances, but in LoL events with 100% chance are called procs as well.

Madred's Razors are a great example. If you activate the additional 500 damage with 15% chance, you procced. Wit's End 'procs' at a 100% chance.
