Sign-Up is not closed.
Like most of the people, I click it and it just says loading and goes back to Click Here. No solutions? The only explanation is that it is closed .

It is possible it's just a bit buggy. You have to click on the Region: (Change) . Then a little pop-up will show for like a second or two and there you have to click the radio button for PBE. It is a bit hard to get it, but if you do, try to click the sign up button again and it should let you sign up. (at least this worked for me)
